1. Download the attached file
2.Extract the the files from rar into C:\Program Files\Adobe\Adobe Photoshop CS4\App\PhotoshopCS4\Plug-ins\Filters ( it changes )
3. Open Photoshop Application then see the all effects in "Filter" menu
